Phil Pulaski - Former NYPD Chief of Detectives and Currently an Adjunct Professor of Law at Pace University, Elizabeth Haub Law School
Phil Pulaski has 46 years of law enforcement and legal experience and served for 34 years with the NYPD. During 2014, he retired as NYPD’s Chief of Detectives where he managed 3,600 personnel who, during 2013, investigated more than 256,000 felony and misdemeanor crimes (including 335 homicides) and arrested than 39,000 offenders. Phil Pulaski subsequently served as Chief of the Village of Muttontown PD in NY, and Commanding Officer of the Miami Beach PD’s Criminal Investigation Section, and Chief of Police/Director of Public Safety responsible for police, fire, ambulance and emergency management operations for East Norriton Township in PA. He also previously worked as a private consultant for the Institute for Intergovernmental Research leading a team of police experts who conducted assessments for the US Department of Justice of the following police departments during 2024-2025: Knoxville TN, Minneapolis MN, San Antonio TX, Raleigh NC and Springfield MA.
Phil Pulaski holds a bachelor degree in chemical engineering and master degree in environmental engineering from Manhattan College in the Bronx, New York. While working full-time as an engineer at the United States Environmental Protection Agency, Phil Pulaski attended St. John's University School of Law in Queens, New York at night, and received a juris doctor degree in May 1980. He passed the New York State Bar examination in July 198 and was admitted to practice law in New York State. Phil Pulaski was subsequently admitted to practice law in the US Supreme Court, US Court of Appeals 2nd Circuit, and US District Courts for the Eastern and Southern Districts of NY. During 2017, Phil Pulaski received a master of laws advanced degree (LLM) from Touro University Law School in Islip, NY and maintained a 4.0 GPA.
Phil Pulaski served as a supervisory attorney in the NYPD’s Legal Bureau for several years and, as he was promoted to higher executive ranks in the department, he continued to closely collaborate with the Deputy Commissioner of Legal Matters particularly regarding the law involving search and seizure, arrest, eyewitness identification, interrogation and electronic surveillance. Phil Pulaski also provided a significant amount of legal training to members of the NYPD including 10 New York State Bar Continuing Legal Education courses. During 2021, Phil Pulaski joined the faculty at Pace University Elizabeth Haub Law School in White Plains, NY as an adjunct professor of Law and currently teaches a criminal law class entitled Law of Policing.
